I wish to convey a heart-felt “Thank you” to all the excellent Scout Leaders in Kaposia District who trusted me with the privilege and honor to serve as your District Commissioner for 8 years. I cannot describe the joy I have had working with each and everyone. I truly believe Kaposia District has the most dedicated and hard working Commissioner Staff in the Council! I would like to thank Past District Chair Brian Bullock, Current District Chair Steve Weber, Past District Commissioners Mark Shepard– Jeff Maltby– Ann Lanoue and to my “awesome” Commissioner staff over the years for the privilege of serving with you. Additionally, I would like to recognize former and present Senior District Executives Dave Arola, Dan Studnitchka, and Matt Mamura for their support. I look forward to seeing you at the District Recognition Dinner.

Pack Recharters should be completed online as of today (March 9, 2010) at stage 5. All completed paperwork, monies, and required signatures must be submitted to Dan Franz or directly to the Council Registrars Office located at the East Council Office no later than March 24, 2010. Units having issues meeting this timelime must contact their assigned Unit Commissioner or ADC.

Unit Leaders that are not Youth Protection Trained will not be allowed to
recharter for the 2010-2011 Scouting years.
Scouters and parents there is something warm on the way and your bringing it. Next time, your see a beautiful sunset or hear of scout saving someone’s life, or just doing the right thing: cherish the moment . Good sunsets happen often, though, great scouting don’t happen without great volunteers. While Scouters often say, they can do the without recognition, and it’s all about the youth; they still warm up when they get acknowledged. Please, do your part and nominate someone that makes a difference.

Spark Plug is an award for leaders that make a difference and infuse a pack, troop, crew or ship with their passion for the Scouting program. Nominated by the your Unit Commissioner. Click here for nomination form
Distinguished Leader Award is a recognition for someone you know that has done great things for the district, pack, troop, crew or ship. Easy to fill out, the more information the better for your nominee being selected. Anyone can nominate for this award.

District Award of Merit is an award is the top District award. This will take a little time and research, though worth it. Call or send a note for guidance. Click here for nomination form
Action step, look around you know who they are. If you are Unit Commissioner, Spark Plug them, we should look for worthy recipients of the D.L.A.or D.A.M. categories. Bring the completed form or forms to Roundtable, Saint Paul Scout Office or send them to me via email. Due March 9th, 2010.

The National Council BSA has announced that as of January 1, 2010 the annual registration fee for the Boy Scouts of America will be $15.00. This effects Cub Scouts, Boy Scouts, Venturers and Volunteer leaders. Exploring fees remain unchanged. Attached is a document that explains this in more detail, provides a new rate chart for BSA Registration and Boy’s Life as well as a FAQ sheet. bsa_registration_fee.pdf Please remember that this takes effect as of January 1, 2010 and will have no impact on the registration fees through this fall’s recruitment effort. This rate change will have in impact on all 2010 Charter Renewals. If you have additional questions regarding this, please let me or one the council’s Registrars know.

Last year 90% of the units that did not make quality did do because they failed to have their Direct Contact Leaders attend training. Unit Leaders must be: 1) Current Youth Protection Training (expires every 2 years) 2) This is Scouting 3) Attended training for their current position.
If you changed positions since your last attendence, you are not considered trained. How do I get trained? Goto www.myscouting.org register or log-on. Click the training tab. Take training for your level of Scouting. How do I get position specific trained? Attend training by January 31, 2010. You can register by emailing Jim Corniea, our District Training Chair at jimcorniea@comcast.net . Information on this training is on the District web page under training. This is a Centennial Award quality requirement and Northernstar BSA policy. All youth leaders and interested parents MUST complete Youth Protection Training. To make quality this must be completed by December 31st, 2009.

District Roundtable has, without a doubt, been the factor most responsible for our pack still being in existence. Without the strong leadership in our awesome KAPOSIA District and the dedication of our DE, DC and other fine RT and Training Staff, we would have lacked the knowledge, the direction and the motivation to perservere at the Cub Scout Pack level. Beginning January 1, 2010 there will be a new health form replacing all class 1, 2, & 3 forms. This will be used for all events except specialized ones for national high adventure bases like Philmont and Sea Base. Special note: this requires all information and physicals be within one year of going to camp. This applies to both youth and adults. No longer will a physical in last 3 years be accepted.
For camping 72 hours or less only Part A and C need to be used. Part B (doctor’s physical) needs to be filled out is camp experience is over 72 hours.
This form is currently here and on the national website. Also note, it can be filled in on line.
Be sure you inform all your leaders and parents this fall, so no surprises come up as you make your plans for 2010. There are no notifications that the form is being modified at the local council level to the key 3 at this time.
Do you know a good scouter that has leadership experience that would make a good Unit Commissioner?
